يمكن أن تكون كل الخيارات صحيحة
حسب موقع الجملة في النص (زمن الجملة في الحاضر نختر a أما إذا كانت في الماضي نختر c)
هل لهذه الجملة لها تكلمة؟

لان ّhadماضي طبعا مو اكيد مجرد رايء

"It's time (that)..." is strange expression. Normally the verb that follows is in the past

tense, but it has a present meaning.

The answer here is C.

However, "It's time (that) you have..." a haircut is also correct .

B is absolutely wrong. "It's time you have had" does not exist in English.

It's time that she went to bed...It's time that you washed these trousers....I'm getting

tired. It's time we went home."

When the verb appears in the past tense to refer to the present, there is a hint of its

being contrary to fact. So, in the original sentence, you are saying that you don't have a

haircut. I wish you had a haircut. So it's time that you HAD a haircut.

Now, if there is more immediate chance that the haircut will really occur, and there is no

possibility of its not occurring, you could say, "It's time that you get a haircut."
